loosen the pinch bolts on the boots that hold the carb in place, rotate the carb as much as you can so the bottom comes up, use a 17mm wrench and take the drain plug out, use a thin blade screwdriver to pull the pilot jet out. Clean it and put it back together.

You should not be running stabil through a high performance engine. You are right the stabil causes the fuel to richen. And besides that you increased your oil ratio to 32:1. Dropping from 40:1 to 32:1 with no other changes requires a jetting change. I would recommend draining your fuel tank to get rid of that stabil, that stuff does...

Carb needs cleaned. More than likely a clogged pilot jet. Take it out spray it with carb cleaner and compressed air. Drain the carb completely, drain the tank and fill with fresh gas, should be good to go.
