You throw the red flag because a rider is in danger. You should never base that decision on who is leading or how much time they need to ‘run off’.

The rider was in danger 2 laps prior to them throwing the red flag. If they were going to wait that long, wait another 7 seconds. Sheesh.
After letting him lay there for 2 laps, they could have let the clock expire. Then the Medical crew gets him up and walks him off. Double dumbass moves.
