Was really hoping they could pull it off, but it sounds like Hesperia isn't interested. I can't think of a better use for that land. F.O. Hesperia. Hope that land sits vacant for the next 100 years. Taken from another page. Sorry if this is a re-post.
I moved down here last year, and after driving by the Comp Edge site for a couple months I looked into it and found it is City of Hesperia property that they wanted to sell and have someone rehab the site and reopen it as a motocross raceway. I was told they were very supportive of the project. The rehab plan was extensive because the City had allowed the local crack heads to steal two and one-half miles of fence that needed replaced and lots of other work. I spent two months doing research, developing a business plan, and preparing a detailed proposal and offer which was presented to the city on June 3rd.
The City was very pleased with the offer, and it took about three months, but eventually we ended up with a fully negotiated lease / purchase agreement which was to be effective October 1st. What happened next was hard to believe, even for someone with lots of experience with city government: it was one delay and excuse after another, I was promised an approval date by City Council which came and went, and still more delays and excuses. By now we had hired a crew and spent thousands preparing to start work as promised.
Finally, not able to stand by any longer, I advised the City that if the paperwork was not completed for approval at the next council meeting I would be forced to rescind our offer. They advised last Friday that because they didn't want to be faced with a deadline, they were removing the listing from the market and "looking for another use for the property." So after being jerked around for four months it is now clear that they never did support the project, it was all a lie.
What is sad is that we were prepared to build an awesome mx park: completely redesigned main track with wider jumps and turns that made better use of the natural terrain, rebuilt hillside track with wider jumps and turns on the same layout, and a new more challenging second vet track built in the excellent terrain in the north end of the property that included an alternate loop across the site of the previous SX track and into the west hills that had never been used before. It would have been a huge addition to the high desert, and I was really looking forward to making the park a big boost for the SoCal OTMX club.
We received lots of support from the local community with no advertising. Big thanks Ernie and Ed for your support, we really appreciated it.
At this point I have nothing positive to say about Hesperia City government, like they say, "you can lead a herd of jackasses to water, but you can't make them drink."

God spare us from petty beaurocrats
From my perspective, the moto community should realize that most people are not supportive of the sport even existing. The only reason it does is that it is just small enough and is far enough out un the country to fly under the radar and not be worth shutting down.
