Id say it was electrolytes, and the reason he would take it in pill form is so he gets the entire dose in one hit, quickly, then he's got an hour or so to sip on carbohydrates before the next Moto- the carbs he will want a slower steadier intake to avoid stomach upset and bloating.

Tablets are a higher concentrate, and they have bicarbonates in them, that helps the stomach absorb them faster and slows down the production of acid in your stomach
If you mix it with water, you have to drink double the amount to get the same effect, but then you start pissing them out and defeating the whole purpose.
You can actually drink too much water and flush out the electrolytes faster than your body produces then.

Whatever it is...it's working. When he finally gets a bad start and is able to carve his way to the front...I'll accept that he's the baddest.
There's no science to back this assertion up, and logically it makes no sense as there's no difference to taking a pill and drinking 20oz of water or mixing whatever is in that pill with 20oz of water when speaking about electrolytes.
Now there could be a reason if they wanted him to drink a carb/protein shake and didn't want to mix the electrolytes in the same shake due to taste or something, but it all ends up in the stomach to be processed basically the same way.
But if you're drinking 20-36oz of fluid to get the same electrolytes. It's likely your body passes most of the fluid without removing all the electrolytes. Instead of the powder getting absorbed. I think the theory makes good sense.

Athletes that cut weight by dehydrating first overhydrate for basically the reasons UpTiTe states. Just drinking a bunch of water can definitely dehydrate you if you drink too much.
