tl;dr Moisture in the air can cause it to expand more, it's about partial pressures. This is in addition to corrosion issues. High pressure oxygen and oil can ignite, causing all sorts of issues. It's speculated that air can too. So if your bladder or piston leaks you can have ignition, could be especially problematic during a service. I don't know of this ever happening, with air it's mostly speculative, but IMO not worth the risk.

The stock pads on KTM brembo are made by Toyo and are hh rated for the friction coefficient standard. If you are looking for same type of bite as OEM, look up any pad that is hh rated. What if I told you the vast majority of RM450 potential or current owners are not Ken Roczen and will not notice an extra pound or two on the bike from adding a starter. What if I also told you that adding a starter is the simplest most common sense way to sell more of their machines.

You're making good headway with isolating the issue. Did you remove the rotor and check for flatness on glass, marble countertop yet? The story continues. I did as @profmur recommended and checked the spacers. 19.5mm rotor side and 19mm opposite. This is per Dubya's team. They checked out fine. I pulled the brake and checked the brake pistons, everything seemed to move fine. They were clean with no pitting. I ended up overextending one and seemingly got air in the line resulting in brake pressure. I was short on time so swapped over the front brake from my KTM (2019 350sxf) with it's OEM pads and the 'new' Tusk rotor. Still the same issue. This led me to believe it was the...

Why is it odd? For what is an orthopedic injury at a flyaway event, the normal course of action is to stabilize and get the rider home for further evaluation. Times change how teams operate and I suspect technology, methods, and bike design have impacted bike setup. How about adding a caveat to the original question: Have any "modern era" factory teams been accused of forcing riders to run a setup? Let's say over the last decade. Is the factory Kawasaki 450 program the only example?

Just wanted to post a little update. I swapped out my pro taper throttle tube with the bearing for a motion pro plastic one and threw some pro taper grips I had laying around. They're the 1/3 waffle mix grips and they feel super soft so I figured it would be better than the full waffle I had on before. Also found some M12 rubber washers that were fairly dense on Amazon and put them under the bar mounts (both sides of the upper clamp) and torqued it down to spec. Man what a difference! Ride a KTM with a counter balancer, then jump on any other two stroke without. It will feel like a bag of hammers. The difference is surprising.
