EPA cares about longevity. They have regulations in place for engines/vehicles to meet emissions specs for the entire "useful life" of the vehicle/engine. They also test for this by pulling stuff in from the field. Manufacturers know this so they design stuff to meet those regulations for the right amount of life.

A proper analysis report has iso 2/5/15 micron particle counts. They also check all of the things you claim they don't check like water content.
