The Sierra dams are flood control first, water storage second. There's not a lot of space between the Sierra and the coast, and there are 20 million more people than in the 70's.
I think my oval flat track idea is best. We would be guaranteed some great racing and there would be carnage and lead changes every lap. Barcia would be coming in hot on the inside....call it the Oakland Oval.

Hard to say, but out my back door(and yours possibly since you're in Utah) Alta has had 338" of snow so far this winter, which is a record, But Switzerland was 70 degrees 9 days ago and half the ski resorts in Europe are closed and have no snow, which has never happened in January.
If the Star Yamaha guys weren't riding 2022 frames last week, they will be for sure this week. WR450 airboxes with snorkels won't fit the '23.
A rescheduled race is better than a shit race.

How far east are you? I'm from Bama but over in Santa Rosa working. I have noticed a serious lack of tracks up this way. I did just find out that Mosiman is from Sebastopol. I'm not sure where he rode because I seen or heard of any place around here to ride. It's interesting going to different places and trying to look up the moto scene.
I was at Hangtown in the mudfest a couple of years ago. Most were paddling with both feet on some of the downhills with knee deep muck ruts. Not a fun race to watch or probably ride. And yes I have tickets to Oakland.
How does drainage work at these stadiums? At sand pits in NJ, it can rain 2-3 inches overnight and be fine the next day. That’s with a deep base of sand, though. Does the water run off and drain somewhere at the stadium? If they bring in enough sand, and there is drainage, it might be doable?
That’s just not that much rain if you can cover it most of the day and you have a lot of sand mixed in. I’m hoping it’s not a total shit show.

You'll probably have to head over the valley to find more commercial tracks, I think it is pretty sparse in the north Bay Area/west side of I80 (although there is Stoneyford and Cow Mountain for riding areas). Argyll may be closest. I have no idea if Oasis MX out on Highway 20 near Clear Lake still operates.
I am sure folks have secret places stashed up and down 101, it's the Wild West as you head north.

Sand tracks stay rideable in rain cause they usually have a base of several feet of sand . The rain drains down into this base. In a stadium it drains down a foot or two and hits concrete. Sand won't help much in a stadium.
Covering it won't help if the dirt is already completely saturated. One of the Dirtwurx guys has been posting pics on IG. It looks like they are trying to build an SX track out of soup. They can't even push jumps with a dozer. They are trying to make what they can with a couple of track hoes.
How does drainage work at these stadiums?
If the goal is to collect water on the stadium floor they work pretty good. If not ? Not so much lol

Another subjective opinion on whether or not to reschedule - SX is one of the most dangerous sports on the planet and it's not motocross on mostly natural terrain. Natural terrain sure gets muddy but the water usually drains off. in a stadium there is no place for water to recede.
