In that moment, everything pointed to him being able to race. He sat on the gate for 5 minutes almost, AMA had plenty of time to interpret the rule and make a decision.
Should guys who get in first turn crashes (but are not the rider who the flag is thrown for) also not be allowed a fair restart. I mean they are a lap behind the pack almost.
A better rule would be all riders who pass the red flag during an certain interval of time are allowed to be in the race... but thats not the rule.
Had the crash ended up outside of the actual course, not triggering a red flag, McAdoo would have had to gather himself and get his bike bent back into shape before rejoining the race. His position at the end of the night would have been way different.

Also if you look at concussion policy is on page 65, the Alpinestars Mobil Medical Unit must not have suspected he sustained a concussion and that's why he was allowed to compete.

Got to stay in the championship after a mistake that should cost him 26 points.
