That's why your bike is fucked up. Those two nuts on the bottom of the triple clamps that hold the bars are only supposed to be torqued to about 22 ft lbs. thats why they are lock nuts. But you have overtorqued them, and smashed the rubber bushings inside your triple clamps. But new rubber bushings, and new lock nuts...

Buy an MX Bonz X6 clamp and they'll never move again.
