It's normal for ICU's to run at 70-80% capacity. They build ICU's based on the traffic. 70% capacity is completely normal.

On thing to consider about Italy is the testing. Here is the graph on the number of tests they are performing daily which has more than doubled since the beginning of August.

Obviously the more tests, the higher the number of "new cases". Their rise in cases directly correlates to their increases in testing. Blaming the current rise as a "second wave" is a bit misleading. The thing to worry about is deaths and overwhelming the healthcare system. There has been a slight uptick in death, but it still only 10% of the max they experienced at the outset. And Covid-19 is still well behind heart disease and stroke as causes of death for the year 2020 in Italy. Point being, for sure needs to be monitored, and people need to be prepared to adjust their lifestyles accordingly, but it''s probably a bit early to be locking everything down again.

Hospitals in southern part of Europe are getting more Covid patients everyday and ICU units are getting filled by these as well. Most are older people but its dangerous for many like it or not.
