I got my 03 running REALLY great after installing a STIC metering bloc in my Keihin PWK. Freshly rebuilt stock motor with FMF fatty and silencer and I feel like this is the mod that made the greatest difference. The bike runs much better from bottom to top with a nice gain in top end power. 100 octane at 32:1 and it screams. I'm impressed with this STIC! I don't feel like I'm at a power disadvantage anymore.

Really need to bias the flow out of the reeds asymmetrically upwards with custom reeds and manifold.

Exactly. It seems few carefully read the original post..... To truly understand porting, you have to understand specific port time areas, as described by Blair, as well as expansion chamber design. Change the porting...change the pipe. Most of the comments here have been about exhaust porting and exhaust port heights, which is not what the OP asked about. Transfer ports are very empirical, so you have to find someone who has a lot experience with your specific motor. I don't think at any point before this year, anyone would ever say that Anderson had more raw speed than, say Tomac. Even in '18 when he won the title. He looks better now than he's ever looked (on 450s at least.) Hard to explain, but good for him.
