I used to live down the street from the track in Murrieta, and probably have ridden at Elsinore 100s of times since its inception. I was under the impression they weren't able to bring in dirt because it's a flood plain, given it's near the lake and must stay at lake shore elevation. That's why the dirt always sucked there...
