You could probably get similar results from adding lube under the bolt head and around the threaded hole as you can with reduced torque. The clamp bolt in question here...

Been there done this twice on two different 350's. The starter is worn out and isn't spinning fast enough. Buy a new starter. The torque limiter alone will not solve your issue.
