When you are a little girl, you are valued for how pretty you are, you are compared to/called a princess, you receive tea sets and easy bake ovens as presents, dresses are marketed to you, pink is marketed to you, barbies and dollies are marketed to you. When you are a little boy, you are valued for your abilities, you are expected to rough house and scrape your knees, bikes are marketed to you, supersoakers are marketed to you, skateboards and tonka trucks and hot wheels are all marketed to you.
When children receive attention in certain areas, it encourages expansion in the areas they are receiving praise in, and when a child is exposed frequently to an idea or subject, it inspires interest for that subject in them. Inherently, we teach girls to be concerned about being pretty, to be interested in fashion and host parties and take care of children; at the same time we are teaching little boys to construct things, to experiment with physics, to get their hands dirty and learn coordination through bikes or skateboards. Those that break that mould are condemned for it.
I was a wild child; my parents couldn't keep clothes on me, I climbed trees and ripped my clothes, rode bikes, chased horses in the pasture, and got as filthy as I could. By grade four I had broken my wrists three times from riding horses and snowboarding, and one particularly rowdy game of hide and seek. My parents encouraged my exploration of the world around me, but they were chastised for it by my friends' parents because my best friends were boys- because I was expected to be a little lady, and these rambunctious activities diverged from that idea of what people thought little girls should be. Pink, pretty, clean. Consider the opposite, where we humiliate little boys for showing an interest in traditionally female oriented subjects.
Because being girly is being weak. Because being scared is being a pussy. Because any traditionally female characteristic comes with a negative connotation.
I believe this mentality has had a negative effect on men aswell, But to stay on topic I will leave that out.
When support for women in the sport increases, lap times will shrink. We are already seeing a generational shift away from toys marketed to one gender in particular, and I am a huge supporter of this movement. There is a new generation of girls being brought up in sports, and I truly believe that the gap between men and women in professional extreme sports is going to shrink. We have already witnessed it in skiing and skateboarding, which are really the only other sports that I care about, and this is due to support from the community, from men in the sport, and from our families. Oh, and supporting other women in the sport. Cause being bitches is the most detrimental thing we can do to eachother.
Here is a photo of me with my besties just to support my earlier paragraph.

A few personal friends in here. I have watched skiing progress firsthand.
On the other side, I don't think women are as intense as men in general. Women are smart, and smart doesn't twist the throttle that hard.
The performances of the best women athletes are about equal to the best performances of pre pubescent boys.
I do think it's absolutely fantastic that the sport is growing amongst women though, and that it should be encouraged.
That idiot in the video quotes Wikipedia too many times for me to think he really did his research, and his obvious hatred for women makes me think his mommy didn't hold him enough as a baby. His final thought to "take it like a man" ties into my italicized mention in my first post, the part I said I wasn't gonna get into because it's irrelevant to this topic.
If you've never had a shitty day at work and been told to "go change your tampon" then you don't know the feeling
I'm sure that isn't very nice and I don't agree with treating anyone like crap. But I have no doubt that more often than not it's a case of men verbally abusing other men and treating each other like sh#t. Most of my jobs have been unskilled labour / working class, and for the few women you get in that sort of environment, Iv'e never once seen the above behaviour (speaking from my country and personal experience of course). However if you're a male... then watch out! Men abuse each other verbally all the time. It isn't right but it's the reality.

That being said, I think in regards to the OP question, once you get to the elite level the genetic differences between the sexes is the deciding factor. That's just a guess because I have no way of knowing how strong elite athletes are at the very top level, but it seems logical to conclude that if there are two top-level athletes, one male and one female, that the limitations of human bodies are going to make a considerable difference. That doesn't apply to the local track though, which is why I think the socialization of a sport like motocross does have a very large impact on participation, and therefore progression of skill.
Maybe it's the hooters throwing them off balance
I believe women should be able to compete in the pinnacle of any sport. We are human first. That said, I do not see a woman who is PED free compete with the Aaron Rodgers', Eli Tomac's, Messi's, Lebron Jame's, and JJ Watts of the world.
Hammer, Vick Golden is more yoked than 90% of Men Pros.
Thwre are 8 year olds on minis that can smoke the strongest of men on 450's yet they are not strong enough to open a jar of pickles. It has nothing to do with strength.
It is a finess sport that uses motorized vehicles. No logical reason the girls are not as fast as guys at the top level
I'd also guess that the number of lifetime practice hours is considerably lower for these women. And like RupertX said in a previous men vs. women thread, those thousands of boys are racing each other--the average ones are able to race the fast ones and get faster. If the already diminutive club of female motocrossers is left to play amongst themselves, their development will lag behind.
All that said, it's not easy to imagine a woman riding like Eli Tomac...
