In OPs defence, this doesn’t answer his question, it was why not when. Genuine question in my opinion. I presume it’s to get more light on it maybe? Instead of announcing with everyone else?

I would think Red Bull is pretty excited to have a character like AP coming on board and couldn't start putting all of it together until he officially can ride the bike.
