Fail to do that, ie, cut a large portion of track and a time penalty is assessed by video (ie, average time of a section by video) and any time assessed will impact positions if it does by the final finish timing.

If you go off the track and get stuck for 30 seconds well you are fucked anyway and maybe in that case they let the time penalty slide. Maybe they can make a stuck in the mud my legs are to fucking tired I ride a damn Suzuki clause
OP is correct and should be a penalty in place. AC made a huge mistake, and it didn't cost him any time..? How does that work??

If I'm reading your post right, you're saying that accidentally landing 4-5 inches to the side of the track was a "huge" mistake? Seriously? It also sounds like your suggesting AC intentionally accidentally made this huge mistake simply because he didn't like a rutty section. But obviously it was just on one lap, and unless the rule is changed, this ludicrous thing you suggest could become an every lap occurrence by AC. Is this what you're saying?
When have you ever seen any rider accidentally run off the track twice in the same spot in the same moto? Or intentionally accidentally run off the track twice in the same spot in the same moto? What is your basis for implying that AC would ever do that on purpose just once, let alone every lap? I can't wrap my head around your comment. Is it satire?
In addition there should be a rule where like in the F1 pitlane the bike needs to be ridden very slowly (at walking man speed) before re entering the track again (which would be safer for the track crew and everyone near the track - not pinning it until the next track entry going 30mph, on a surface like ice, at 1 meter from track crew and photographs).
Lets set after the finish line AC is stopped for 7 seconds by an official and then is released for the rest of the race, and can continue his battle.
