In any other state than CA, it's probably easy. Here in CA, if you purchased out of state, they charge you the sales tax and reg fees. Then they refuse to register the vehicle because it isn't a CA emissions model. Then they refuse to give you your registration or sales tax back. Then they charge you with wanton destruction of the environment and arrest you with a no-knock warrant at 3AM.
