Can a mod help me understand...folks talk about identifying users by there IP address to identify banned users, but I dunno as I'm thinking that's not reliable due to VPN usage and some ISPs not having a static IP for their users?

Yes, for the most part, the dudes here are good moto dudes and I've made some real great friends over the years.
I've learnt the hard way. I will not start a topic unless I'm 100% sure that it will contribute to the good of the Forum.
