That track is about 50' from the property line. 109 dB at 2 meters is 100 dB at the property line after subtracting 20*log(distance 50'/reference distance 6.5').
A reduction of 3 dB is barely noticeable, and going from 103 dB to 100 dB is far from a solution.
Quieter does not solve the problem - it has to be quiet enough.
A berm to block direct line of sight is a good way to reduce track noise by 5 or 10 decibels. Is that enough?

The website you quoted does not explain loudness, but sound energy. A 3 dB reduction is half the sound energy. Human perceived loudness is a different concept. A reduction of 10 dB is half as loud.
Edit: directly from the website you quoted, "a 10 dB reduction will be perceived as being half as loud to the human ear."
