Logistically, has to be a nightmare, especially where food is concerned
How do you feed these people? Has to be a lot of issues with food...vegans, vegetarians, pescatarians, and "I only eat chicken the night before a race" guys
This seems like it would be a nightmare. Maybe with the old circus knowledge from Ringling Brothers, they can figure this out.
Then....How do you feed everyone during raceday? I know most teams go to Costco or grocery and get large salad things and some pasta stuff, but if everyone is quarantined, you can't run to the local Piggly Wiggly, for concern of infection and spreading to others
Also, have they decided what they'll do if one rider shows up with a fever, but can't be cleared of COVID before race time?
My personal opinion is they run it just like any other business. You show up for work, there's protocols for screening and distancing, but then everyone is on their own. You don't see grocery stores forcing their employees to stay on-site, why would this be any different?

Then, couldn't the venue itself become liable for not proper sanitary standards?

But yeah, this is definitely a trickier one than supercross because the promoters may not want to run the race if they can't have fans, and what they're allowed to do will vary from state to state.

I don't think anyone will be flying back and forth much with such short timeframes between races, but forcing them to stay in SLC doesn't make much sense from a safety perspective unless they completely quarantine everyone for 4 weeks, and good luck with that. You would have manage controlled procurement for everything, including food, parts and equipment, transportation, etc for everyone.
So if you left after Sunday's race you would need to be retested Monday. Probably not worth it.
If you leave after the Weds race you would need to be retested Friday. With trave time etc probably not worth it unless for an injury.
