I left the team I co-founded and came back to try to right the ship. When I did I was thrown into a chaotic clusterfuck with less than a month before A-1 and only Jeff (Truckdriver) to count on, which brings me to my point: Jeff (the OP) is as honest and hard-working as any man I've ever known, with a level of integrity that is unmatched. He's not looking for a loophole to sandbag, he's articulated their position clearly and has worked with enough privateers and amateurs over the years to know wtf he's talking about. I wish him nothing but the best and it's heartwarming to see him out there fighting the good fight on behalf of some good kids.
With that said, I'm as old school as it gets and never have been able to understand the concept of cherry-picking. Back then, our whole goal was to turn Pro asap...fuck the Junior and Intermediate classes! I won my first race I entered and never looked back, hitting the pro class within months and kept right on winning there...until I started racing CMC at Saddleback and Carlsbad on Sundays instead of DeAnza. I'd win on Friday night at Corona Raceway, then get lapped by Marty Smith on Sunday at Saddleback. My opinion is that if you race against better riders it makes you better. I'll also admit that beating twenty guys on Friday night at my "home" track went a long ways towards lifting my spirits after getting spanked on Sunday! Eventually I was able to win against the top guys at CMC on Sunday, but it took a long time. I could see where a kid could get his spirit crushed by getting beat every week, but it will build character!
it sucks that there is no pride to want to make it to local A, like it used to be, and go from there and see where you fit in at the top....
it sucks that it has filtered all the way down to the C class where if a guy win's the C class title he feels as though he has accomplished something worthy of repeating over and over and over....
This kids very first A race, so he is just a glorified B classer, still has the yellow plates on his bike. Hucks the biggest jump on the pro national circuit, while leading A class.

There are plenty of college senior football players who haven't played much, if at all, and aren't going to be playing at the next level who are not allowed to continue playing at the collegiate level. That's how their progression system works.

I can tell you this. the rider in question can easily appeal and see what happens.
in a way your post and many others in here make the argument that the system actually works. not perfect but it's the only one out there nationally.

A top B rider will be at the top of A class too.
its much easier to qualify for LL in the A class than it is in the B class.

It is Ok to be a state champ or district champ as a B or C rider, but then you need to be advanced to the next level and only when attaining "A" status should you be able to win a National title.
And I believe my MX career has come to a halt. Winged my right shoulder pretty good so I think I will toss in the towel.?
