I think the misunderstanding here is can a track have a AMA race and not be a district race and the answer is yes. The districts do not decide who can or can not have a AMA event. They are two separate things.

Yes you can have a AMA race and not be a district event. Area qualifiers, Vet races, even some pro-am races are often not district events.
