Perhaps whoever you are referring to, grew up a bit like Taka did - who spent a lot of his early years in Oz, through his teens.
I deal with heaps of 'furriners' at Uni, that end up sounding like Ockers, because it's here that they really get stuck into English, and end up with a fair bit of 'strine'. I'm 'guilty' of introducing a s**tload of them to our 'language'.
