When members are repeatedly asking why the same people are still allowed to post, why threads constantly get derailed, and why nothing is being done about it, at some point you have to ask, haven't those people caused enough problems for Vital to simply get rid of them?

I'm not saying every unpopular member is a troll/clown. What I'm saying is that when the same behavior is repeatedly disruptive to the forum and a significant portion of the members recognize it, the problem isn't exactly difficult to identify.
