Not even close. Cairoli has around 20 more premier wins than Herlings and Herlings has two or three more premier class wins than Gajser.

Edit: Plus, Eli was multiple injuries in and on the wrong side of 30 before ever seeing Jett and was still ready to mash (which is why I love that guy).

Ricky has twice as many national titles as Tomac. Different levels.
Jett is 22 now. Ricky was 27 when he retired. Jett has 5 years to catch up and only 4 titles currently. He has to win every single championship SX and MX for the next 5 years to catch, not surpass, RC by the same age. He can't miss a single season. And he has no chance of beating him. (No, I haven't looked at the exact birthdates and RC only ran half the year on his last year so it might actually already be impossible for Jett to catch him.)
I voted RC. Track record plus it's hard to bet against an angry Irishman, throw being short in the mix and holy shit talk about feisty 😡😂
Probably not the most popular opinion, but I’d have to strongly consider RV. All of these guys could win, but only a few can consistently deliver when the pressure is really high. Obviously RC too

Tomac had trouble with Dungey at times... I'm a Tomac fan, but RC was in a completely different league. He took on all comers and found a way to beat them all. Nothing was too tall of a task for RC, skill, determination, conditioning, technique? If someone did it better, he mastered it almost immediately.
