Actually, he was penalized at Loretta's in 2017 on 65's for cutting the track. If memory serves me, he was docked a position. It's at 6:45 of moto 2.

Except the fact that you made a mistake and were allowed to go off the track, not incur a "loss of time" due to your "mistake" and re-enter at a place down the track without consequences. The fact that you made a mistake that caused you to go off track, should either have to re-enter where you left the track or take a minimum 5 second penalty (possibly more if you cause another rider a disadvantage during re-entry) to re-enter at the next safest place.
They talk about this on the review pod. Jt mentions when he got fined.

Instead of making it a judgement call make a new rule next year any and every instance of riding outside track markers with video evidence results in a 10 second penalty. Go off 3 times = 30 seconds added to your moto time. If it moves you down a position you loose it and the points. If you endanger a track worker or other personal while off the track automatic black flag and DQ. Need some teeth to the penalty or what’s the incentive to change the behavior?
What would they have had to do to stay on the track? Slow down? Check up?
AMA would be smart to penalize him. Imagine to content.
