Crime stats are furnished to the feds by LE agencies and it’s common practice for chiefs/sheriffs/commissioners on the hot seat due to crime in their area to have stats twisted to reflect that their policies have reduced crime. Robbery? Let’s code that as a theft. Assault w/ deadly weapon? Simple assault. Etc…
I have seen several major cities with a terrible reputation for crime (particularly violent crimes) in the past 5-10+ years suddenly bragging about a drop in crime, despite recent legislation making it tougher on police and easier on criminals. Yeah, right…
The other thing to consider is that in many areas, people have simply stopped calling to report crimes because they know it’s a waste of time. In cases like this, crime will show a drop even if it’s worse, because stats come from police reports.
