Not sure about the color if the frame. Oddly enough, it looks like some of the blue painted frames that Tuf Racing used, but they wouldn't mismatch it with a DMC seat cover. Could just be whoever owned it at one point either painted it themselves or had it done.

Emig racing made some nice silencers and triple clamps back in the day.

I don’t know about the frame color but I do know that the side number plates were blue in 1988. You may want to check if the bike is an 88 or it could be someone put the 1988 plates on the 89.
I have a DMC pipe for an 88 or 89 KX 250
Do you a pic of the pipe? The seat cover is a stencil job.... dmc seat covers were a bit different and had a dave Miller signature on them. . Any engraving on cylinder?
My 88 came with green side plates.

i have a set of stock 88 plates in my shop hanging. they are green plastic
keith bowen TUF era was green/orange. nothing says TUF to me on that bike. just someones old bike with DMC pipe and seat cover.
My dad was one of the few DMC dealers he sold a lot of pipes and seat covers in 87-88. I loved his 87 pipe on my 250
They were originally green on every KX bike they made. Only the seat and fork boots were blue.
1988 and 1989 USA models were stock green side panels from the dealer. 1988 and 1989 European KX's came stock with blue side panels.
TUF Racing was one of the first to really start popping out aftermarket fenders, side panels and plates in non-stock colors. Fluorescent Orange was especially popular as well as Blue. I think their might have even been some Fluorescent Pink too among maybe some other colors. This was in the days when the tank wasn't cradled in the frame (prior to the '90 KX's)- so if you replaced all your plastic to a new color you'd still have a Kawasaki green tank as they weren't really being offered in the matching colors.
I bought several late 80's early 90's KX's from TUF Racing. They'd ship them to you in a crate for a total delivered price that was several hundred dollars cheaper than your local dealers. I was all for supporting my local dealer- but mine unfortunately really sucked and I knew how to pop open a crate and install a front wheel, handlebars and front fender by that point and was happy to save the extra $$$.
I had a DMC pipe on my '88 KX-250. I absolutely loved DMC stuff and that was about as trick as an East Coast kid could get!
My guess as has already been touched on is that previous owner(s) have made the changes along the way with the plastic and DMC stuff.
