Here’s some good news that should help riders and dealerships. Previously if your off road bike was considered non-compliant by the overbearing California air research board you were issued a red sticker which meant you could only ride your dirt bike seasonally or on private property. That was nearly all dirt bikes especially competition bikes. Then they went further and decided all non compliant dirt bikes from model year 2022 and newer could not even get a red sticker which meant they could never be ridden off private property. It was ridiculous. So some people were able to luckily get a sticker at the risk of getting their bike impounded and dealerships heavily fined. Well all that crap is over for now and new registered dirt bikes can be ridden in any OHV designated area like the rest of the US.
Does this only cover bikes that already have a red sticker? This is good news, but as usual, confusing as hell. What if you have a pre-2022 bike that is currently unregistered and has no sticker?

I believe your last sentence is incorrect: you still need a red or green sticker registration. Red stickers aren't issued for anything after 2021 model years. This bulletin does not change that. This bulletin just merges past red-stickered bikes into green sticker.
Has anyone gotten a red sticker for a 2022 model or newer? Am I missing something?

This means we still cannot register new bikes unless they are on the green sticker list.
I’ve definitely seen newer bikes in some state parks with red stickers, and I’ve heard that at least some DMVs were issuing them due to the situation being unclear/mismanaged. No idea if those would be grandfathered in once the sticker expires if the bike is newer than 2021.

Seems there is confusion here for sure. I didn't expect this, but I did get a red sticker with my 2023 YZ 250... Guess I'll see what happens.

Although CARB amended its regulations in 2019, phasing out the Red Sticker program for model year 2021 and older, the DMV continues to issue Red Sticker registration for 2022 and later model year competition motorcycles pursuant to CVC §38010. Until further notice, Law Enforcement shall treat all off-highway motor vehicles with current Red-Sticker registration as valid regardless of model year, so long as the registration matches the VIN.
I have red stickers for my 2024 YZ450FX and wife's 2023 KTM 250XC. People are definitely still getting stickers. Might be dealer dependent, but it's definitely still happening.

That is fantastic - but per the CARB website they aren't on any red sticker list. I would never assume the DMV would give you one.

Hopefully the confused DMV gives out red stickers. They are specifically not on the red sticker list per the second link in my post.

I’ve gotten red stickers mailed to me on 4 new dirt bikes: 2022 GasGas MC125, 2023 Husky FC350, 2023 Beta, 2024 Kawasaki KX450. I’ve also gone through the process of presenting the MSO along with the bill of sale to dmv on a bike bought out of state and gotten a sticker. You do you but this is why I hesitated to post this because we don’t need too much inquiry or noise that may fall on the wrong ears.
When Washington/Oregon get to this level of stupidity I’m going to lose my mind. Not far off though

It was the California motorsports industry council most likely. The ama does not help and has not done much for decades.
I was being sarcastic about the AMA. The AMA hasn't done anything to help off road in decades. The main focus of the AMA for the past 30 years is to collect dues and pay themselves.

It comes down to the Supreme Court decision Chevron deference. I had posted about it a while back. CARB and even the epa thought they could get around laws by making their own rules. Competition only vehicles are specifically exempt from any regulation of the epa. CARB got their authority from the epa basically. Thus, still not legal for them to make up rules for competition vehicles. Boom! Love Trump's SC.
Sounds like they realized the DMV has been issuing registration for bikes that weren't supposed to be eligible. And it was going to be a cluster to try to enforce, so decided to just give up for now.
The question is, will all 2022-2025 bikes continue to have registration renewed, or is this just going to be a 2-year extension? (2 years because the red/green stickers are valid for 2 years.)
Unless there is a law made for competition vehicles, so they can fall under the epa regulations, this will remain the same indefinitely. Rules regarding competition only vehicles can not be regulated by the epa or CARB.
