Here's the ingredients you need:
-Covered stadium
-LIME
-2 different sets of real whoops
-2 Triples, 1 of them being the Finish Line jump
-3 Rhythm lanes with plenty of options
-Bowl turns
-Tunnel jump to make more creative layout options
-Use the entire floor space for track, don't waste floor space
-Lap times over 1 min
-Dirt starting gate
I was just thinking about this topic a couple days ago.
I'll cast a vote for St Louis 2009. It was Pastranas last SX race and he did the track design. I always thought that track was interesting.

Can someone explain the 89 Miami track to me. It is just a giant square with 6 90s 1 bull 180 and a flat 180. They didnt even use the floor space in the middle?
I spend too much time building tracks on the Supercross games, and I can say - over/unders and utilizing track space do NOT go hand-in-hand
Toronto 2014.
They built 2 tracks in one. One that everyone rode and the one that only James could see. His creativity was unbelievable on that track in 3 separate sections, nobody else was doing it and watching him go from last to fist was absolutely spectacular. The double, double, double section that he was tripling into then tripling out of into the 180 corner then down the long rhythm section.....Wow, but the TV did not do it justice, I'm so glad I was there to watch that race unfold.
Any Ford Field / Silverdome track where they went up into the stands. Honestly it was cool going to Ford Field and seeing creative use of the stadium.
Now we just get cookie-cutter 45 second arenacross tracks.
And double header race weekends!

What year was the CR22 vs JS7 race? That was one of the best races ever!
A lot of a good racing supercross track is about what NOT to do. Then you get creative in between - with jumps and options and choices.
Never start with a triple after the first turn. Never start with whoops after the first turn. These two things separate the riders too much at the start of a race. Always start with a simple rhythm section and a left hand turn.
Keep 90 degree turns to a minimum. Definitely need more than 9 whoops. One set of triples would suffice. A little more space between jumps would cut down on injuries. Tabletops in rhythm sections add options. Get more creative with the jump patterns and layouts.
