As far as I know, Windham then John Dowd are the only ones to be active "lites" riders to win a premier class race. Question is confusing.

Well, they didn't have a 'lites' class but. Tripes won as a '16' year old. Impressive in my opinion.

K-Dub was never a "lites" rider. So glad that naming structure came and went quickly.

Windham didn’t win a 250 race as a 125 rookie. He didn’t even win a 125 main his rookie year.

The only legit rookie to win a 250/450 main was Bradshaw, and that was in Japan.

Ron Lechien won the 1983 Orlando 250 supercross at 16 as a rookie a few years before the 125 supercross class was added to the schedule. He was a 125 outdoor rookie that season , so I say it counts. Its a good read how he won , and had a secret double that no one else figured out and he saved it for the main.
