Is it the AMA's responsibility to take action or MX sports, I believe its the AMA's but not sure how deep MX sports would be involved with rules enforcement.
That track came up with this solution after the incident. They put up these kind of cages from 1000 litre watertanks for all of the flagging stations.
I think this weekend has shown it's time for a rewrite of the rule book and to start enforcing it equally and without prejudice.

And here is the ironic part: On this thread some want to DQ Jason Anderson from the next round for not slowing down for the caution flags, and on another thread people are angry that Adam Cianciarulo got docked two spots for not slowing down when he went off the track (for the second time on that first lap), got on the other side of the banners and stayed on the gas for 50 yards before jumping back on the track... Wearing a striped shirt makes for some tough days at the races.

To satisfy my curiosity, have you looked into lights on the advertising scaffolding? I don't know the day to day of what goes on so I don't know if it is even remotely possible. I know the officials have a tough job ( grew up around dirt track officials) and I'm usually on their side. I may be over stepping here a bit, I think it's safe to say we both would agree that it's time to improve the flagging. Keep up the good work either way!
He did get fastest lap taken away, is that enough? I think it should be more severe penalty but then again keeping your visor down on high hill like that following another rider there is chance he didnt see flag early enough to brake. Anderson will answer that on hearing and gets penalty from rule book and same goes to Tomita. I hope people will follow these rules now and not after someone gets badly hurt.
The flagmen in this case all did what they were supposed to do, and the vast majority of the riders saw the flags and slowed down as they were supposed to. Two riders did not, and one of them hit a flagger and the other jumped through at speed. There will be discussions with both riders and their teams and we will continue to work with riders, race teams and series officials and course flaggers.

1, the first time he went off track after 4th or 5th corner. This is a complete none issue to me.
He was pushed off track by Dylan and got right back on causing no issues to any other rider. Just racing incident.
2, second off track incident after finish. From TV angle it didn't look to good and I was like ehh.. On that one. But TV made it look worse than I thought it was. Looked like he power slides soon as he got on grass but from his gopro footage you can hear him off the throttle and it looks like he just skids on grass when tries to turn. But he did get back on power, maybe not full power but he did accelerate so I'm fine with some kind of penalty but 2 spots.
3, and this one is a ridiculous reason from official that makes me think this wasn't judged fairly. He said to AC "and the Nicholls incident" are you kidding me? He tried to pass AC around the outside on the outside of a corner. How's that gonna work it? They locked handlebars he went off track and got back on behind him. Racing incident again.
Now if you're handing penalties out left and right, why wasn't Dylan docked last week, his was worse for me, he absolutely buried the throttle off track to get back on as fast as he could. Just saying.
But I guess you're under pressure from Star now and they're in your ear all time and you feel you have to do something

And in my opinion the problem with a 5- to 10-second penalty as compared to two positions is that it happened on the very first lap, and ten seconds at that point in the race would have been at least 10 to 15 positions, which he of course could have made up. It means something different when it comes in the context of when the infraction occurred.
Finally, there is no pressure from Star Racing or anyone here. Every team and rider has the right to question calls and they often do. And we're not "handing out penalties left and right." But this particular one did not happen in a vacuum.

I actually just got done riding and was thinking about this. It's very hard to notice anything that's not in your field of view. That's why I believe having lights across the top of jumps would be the best choice if logistical possible.
But if the yellow markers are out of bounds, what about when the riders ignore them and deliberately go outside of them to avoid the rough stuff? MM comes to mind a couple races ago, but many of them do it.
Everyone that has a flag, has a radio.
In the event of a red cross flag, the nearest flagger upstream is instructed to display a yellow. Waving for immediate danger, standing for something less immediate.
I believe this helps get the riders looking for something out of the ordinary.
Some jumps are just hard to man effectively.
To be where you can see downed riders, you may be in a bad spot for riders to see flags.
Warnings upstream help in these instances.
