I agree. I also think the r&d departments have been almost entirely moved to the archives as mx doesn't make "much" money vs. the manufacturing equipment investments to be made to make significant "improvements".
I put speech notes at "improvements" because I don't think the bike should go any faster. I would be ok to see a rule of maximum 125cc and 70 kilo minimum 90 kilos max (or 150cc 4 stroke), to replace mx1, and 85cc to replace mx2 (or 100cc 4 stroke). I know it is crazy and many people would not agree, but the tracks would then be modified to these bikes, to make slower tracks, slightly smaller jumps, and so less big injuries.
Anyway, to answer to the OP, I would say 28 years !

The bikes changed more from 1980 to 1982 than they seem to have from say 2000 to today.

Jerry Robin at Loretta's was a great example, to how little the equipment means in MX, it is mostly the rider.
Now if we go back to smokers vs new thumpers and (as OP stated) top pro's on them, not a chance.
Bubba who was the fastest ever on a 125 had to try VERY hard to keep up with a 250f in the very early stages of 4t development.
2019 250F's are much better then 2004 250F's, 125's are pretty much what they were 15 years ago.
