That is an Oset 20.0 electric trials bike. They are purposed for 8-10 year old kids but there are plenty of videos (such as this) of adults doing crazy shit on them. They are ridiculously cheap, I believe you can get one brand new for like $2500 or something like that. They have a 24.0 version coming out that is scaled to fit adults that I believe is closer to the $4000 price range.

A company called Kuberg has an electric play bike out as well that looks like it would be extremely fun. Bike is ugly as dog shit though.

Another cool DIY option you can do for a super fun play bike like that is to find a used downhill mountain bike on Craigslist or Ebay and get a 1000W Bafang or 3000W Cyclone mid drive motor to slap on it. Going this route you now have a hot rod electric bike with a twist throttle and 8 inches of suspension travel for under 2k if you find a good enough deal on the donor bike. I recently did one of these conversions. Sooooooooo much fun!!

Btw...very cool video! Some of those trials guys don't get enough play on their skill set. Extremely talented , and almost unbelievable on what they can do on them bikes.
