Was Anderson's slapping (and wreck, in front of officials...) on the racing surface? He was having a hissy fit after the heat was over. It wasn't racing, it wasn't qualifying... it was cruising back to the pits and he tried hitting VF AND his mechanic.

I agree with both decisions. If you take personal feelings out of it and look at the circumstances of the actions, the penalties make sense.
