Never heard of it. But that wasn't the reason I assumed it was KYB. Never seen that coating on a WP fork and the lower part of the outer tube doesn't look like WP, possiby because of the SKF dust covers. With a closer look it's WP lugs.

I apologize for not being up to date on the Canadian rules.
But for the record, I have always been a fan of letting the 250 2 strokes race in the 250 class. Those rules you posted there sound spot on. Props to Canada on that one.
