I spent a little bit of time yesterday confirming that this actually happened, and might have just a bit more first-hand info than the OP. The addition of a couple words in the alleged statement sure make it a lot more interesting.

You made the initial suggestion that IV's should be legal, several people including myself have said that it's a ridiculous suggestion, and now you're not prepared to defend it?
Your original post said that making it legal would be fair for everyone, and now you're saying there would be no negative impacts by allowing IV's. Why are they banned in the first place then?
I'm not lobbying for it so I don't have all the answers. It was just a thought.

Dehydration causes some psychological and physical issues that don't go away immediately when you are rehydrated. My kidneys temporarily shut down and it took about 24 hours to start functioning again. You simply can't have riders making bad decisions with partially functioning organs racing a Moto.
All reasons the rule are in place.
Smeg clearly has an agenda against James. If it were any other rider, and there wasn't sufficient evidence, and you clearly don't know exactly what was said by whom, you wouldn't be pushing for a penalty.
An EMT can give an IV - even without a doctor telling them to.
A Nursing assistant or PCT can NOT give an IV.
A Registered Nurse can give an IV.
A LPN can NOT give an IV, unless they are certified, but this is a state by state qualification.
These guys are getting paid millions, paying a nurse 75K plus travel is not out of the question to give fluids.
