I think there should be, lose the goggles you have to pull in and get new ones , or get dq'd
Think about it, people don't chuck the helmet when they get hot and im sure they would get black flagged if they did.
As much shit as these bikes throw , I believe this should be a no brainer.

Also, you can't compare a pair of goggles to a helmet, worst case scenario you will lose an eye. Riding without a helmet? Well, we all know what could happen.
First example coming to mind is Brett metcalfes brother lost most of his vision in one eye from removing his goggles in a mud race.
No matter how bad your vision is you should never remove your goggles, whipe them or get a new pair, never take them off.
I don't think this should be a rule though, these guys are grown up and can make their own decisions. If they choose to risk part of their vision for a few race positions then roll that dice.
I don't think the goggle rule should be implemented for reasons stated above. But you can also ask questions about should they require spine protectors? hand guards? knee pads? wrist/elbow protection? You can make a list a mile long about whether they should implement necessary safety requirements but I think they currently have a good balance with the safety rules. Especially given that MX racing is inherently dangerous.

My boy doesn't ride without even when the conditions are bad 'cos I'll be standing next to the track with fresh prepared spare pairs, ready to swap. Faster with than without.
Let's say RD is holding back RV with 2 laps to go during a mud race. At some point on the 2nd to last lap RD gets sprayed by a lapped rider and his goggles are ineffective: he can't see, so he ditches them. Are we then going to make RD come in on the last lap with Villopoto right behind, just because it's written in the rules that he must do? Thus destroying the race.
Again, we haven't had enough eye injuries to justify it (more people have probably been hurt, sometimes fatally, by heat extremes in the weather). Therefore it's up to the conscience of the individual to make a personal decision.
However I would advise that they don't ever remove their goggle unless absolutely necessary (i.e they literally can't be salvaged) and I think education and pressure towards not removing your goggles (particularly for younger riders) is a good thing. But extending that as a rule in pro racing? No.
Why is everybody so effin' worried about what other guys are doing?
