I had a friend who lived near Southwick MX-338, we'll call him Pete. He allowed Team Honda to practice on his backyard sand track before the National back in the late '80's. I'll make long story short and just say that Pete woke up after his high school graduation party with a nasty hangover and proceeded to smoke all factory Honda riders on his backyard track, and they were very pissed!

Emig at Red Bud was pretty good won his first moto there in 91 and I’m pretty sure he went 1-1 in 92,93,94. Hit a tree and stalled his bike in 95 and went 3-1 instead of 2-1 like he probably should have. Won in 96, dominated moto 1 in 97 then collided with Dowd in Moto 2 costing him the win. Then in 98 he snapped out of his shit race streak and went 1-1.

Carmichael - Southwick is the obvious answer. Pretty sure he only lost three 250/450 motos total. He won 10 of 11 overalls there in his career. The only loss may have been his rookie year on a 125.
Everts and Namur.
He never lost there. He got his first win as a wildcard in the 1998 500cc GP, when he was battling with Tortelli for the 250cc worldtitle. During the second race he stopped to take a drink from his dad Harry, after Håkan Carlqvist who did it ten years earlier in 1988 (although it wasn't a beer in Everts' case).
In 2003 he won both the 125cc and MX1 GP on the same day in the one moto-format.
He won 7 GP's in 7 attempts. Roger De Coster won 7 times at the Citadel aswell, but needed more attempts.
Henry Wiles at the Peoria TT. Won it 14 years in a row.
Gajser at Matterly Basin came to my mind, I think he won the overall there 4 years in a row and also beat Jett!
