I have the same issues with an 83 I built. Please let us know if the 86 parts (bits) make a difference.

Speaking of brand new, check out this thing. It's been hanging in a restaurant since it opened in 2006. Never been activated. I sit there eating my chicken wings wondering if they'd sell it.

I "finished" it last summer, practiced on it a couple times, was going to race it at mid-Ohio but I wasn't too impressed with the motor. I think I put the 36mm manifold with a 34mm carb (not kidding about having two of everything). It feels like a great bike, typ 83 CR. I spoke to a guy in your...

Swap the stem, but first a little mill work on the lower clamp. I think I had to make the counter bore a little deeper because the 84 clamp is thicker, or mill off a boss so the 79 bearing and seal would fit. Maybe did both, I can't remember. It'll be pretty obvious.

If you try to run a stock 79 front fender with the 84 front end, you MUST notch the fender (circled) because the different position of the 84 brake cable stay (lower fork). If not, when the forks compress the fender will kink the cable at the lower fork cable mount. Regardless of what fender you use, stand over bike...
