I don't think the penalty is intended as an appeasement to anyone. I'm guessing the AMA is attempting to establish a formal process of escalating consequences, and take back authority by first warning, and then enforcing their line in the sand regarding aggressive racing vs. overly-aggressive riding. If they don't do this then riders who generally race clean feel compelled to self-police overly aggressive riders via retribution like we saw with Bogle and Stew and it just escalates from there.
