6/14/2017 8:12pm Not sure if its a typo or your understanding of the rule is not correct.. The "Non-competitive" rider mean a rising C rider can't compete against the B class riders and therefore allowed to move back down. (For not being any competition for the B riders)

4/18/2017 5:41pm Humm.. remind me not to go to Washington... Where I come from, they usually don't arrest people for "No fault"... Are there people who get arrested and later acquitted?... yup.. But I believe most of that is due to all the Courts rules which mostly benefit the defendant.. (See OJ case, most notable) haha..
