I believe he is. On paper, he's one of the greatest, no question. But he wasn't flashy or controversial, so when people ask about greatest champions people will say MC, JS7 and RC4 before they say RD5 He kept a low key profile. Kept his nose clean. Fuel TV channel 618, I was in 5th grade and got off the bus at 3:50 everyday and turned my 10 minute walk into a 5 minute run to watch it every Wednesday at 4:00, then I waited for my dad to get home at 5 pm so he could watch me ride until the sun went down. He's the only person to EVER beat RC for a premier class title Jeff Stanton is one of the greatest riders ever and McGrath dethroned him as a rookie. He dominated Emig, Bradshaw, Windham, Lusk, LaRocco, Kiedrowski, Henry, Vuillemin, Ward, Pichon, etc. There's a long list of great riders that got their shit kicked in every week by MC.
