If the rebound damping failed, you'd see a bottom out to pogo stick, with the rider going over the bars and feeling loss of drive at the rear wheel, like hitting the rear brake or coming up short on a jump out of a corner.
That's entirely different than Plessinger's and Tomac's crashes, They had an inexplicable loss of drive on a jump out of a corner and a rear brake endo.
its not a binary thing, you can have a loss of damping without total failure. this was a known issue during sexton's time on the team. if the case here, it doesn't take much to throw a rider off, figuratively and literally speaking. someone please correct me if i'm wrong, but noone else is using a twin tube design in their rear shocks, a la the stillborn Showa BFRC. fancy poppet valves that allow high-speed rebound adjustments are cool and all, but the shape of the damping curves will be different. once the valve opens, i think you have less control over the damping force versus a shimmed mid-valve in a monotube. it's possible they are much more susceptible to changes in oil viscosity as a result, and perhaps lack the instant damping control from VERY high--shaft-speed events... like a 3rd gear g-out completely bottoming out a supercross spring rate set up for 75kg+ monsters like sexton and tomac.
this may be part of the reason why no one uses an Ohlins TTX for supercross either when they dominate on road...

This is the newest generation WP works shock, which is present on all three of Red Bull KTM's 450s, and as of San Diego, it also popped up on Hampshire's bike. Most will assume, somewhat correctly, that this shock was built to eliminate some of the fade or other mystery shock problem that has plagued KTM over the past couple of years. While the team denies that's the main reason, we've seen a few. However, the main design elements are based around the "Best of" the numerous amounts of WP shocks that the teams have tried over the past five years or so. WP put in a large amount of effort this off-season to take feedback from all their programs and came up with this unit, bringing the best attributes of production, kit, and works units.

Tom talked about it in his interview on the main page that the GP guys are not having the same problem it's only here in the US and he can't really talk more about it without getting in trouble seems like they know what the problem is and just aren't willing to fix it!
