I can understand them not wanting people to livestream something for free , when they are getting good money for the streaming rights from NBC. And they can not allow one person to do it and not another.
Perhaps at some point there will be a way for people to stream certain stuff or from certain areas. I can see value from it for sending traffic to the race broadcasts if done the right way.
They should be able to come up with some sort of agreement , some sort of pass or lic. That as long as the streamer only streams what Feld OK's they are allowed to do it. It would be free promotion for Feld and NBC. It could help it get out to a larger group of people and grow the audience. NBC would still be the only place to be able to show what they show. And the other content would be different, and help create attention and keep people engaged during the weekend. Streaming the stuff that NBC/Peacock is not streaming. And requiring a link to an official NBC product with every video.

Hopefully one of the people working at the race can post on here to give another side of his story that everybody was shown a photo of him and being told he is an "active threat". On one hand he is saying the FBI cleared him and on the other hand he is saying the FBI gave the OK to shoot him................. If they were handing his photo around to people I am guessing his conversation with the FBI did not go as smoothly as he felt it did. And they must have felt like he may be a threat.
