It's an idiotic way of saying society will be so good after he is president for 4 years that everyone will want to vote Republican anyways. So they won't need the fringe voters to vote anyways. I watched from about the 50-minute mark. Around 54 minutes they go to a commercial and when they come back he drops the quote in this thread title. In those four minutes he jumps from topic to topic that, to me, didn’t have anything to do with the sound byte in question. He doesn’t explain it any more deeply afterward.
Edit: At 35:25 he does emphasize that Christians are a group who don’t vote enough and that supports the later quote about the importance of them voting. It doesn’t really clarify why they won’t have to vote again in four year or ever again. I guess the translation is that he will do so well in the next four years that no one will ever vote for a Democrat again?
After that, at 38:34 he says he won his documents case, which is a lie.
