IMO it is a total clusterfuck system. Before turnover day all documents should have already been inspected and tracked not just thrown in boxes as quickly as possible and transported to different “offices”
My ex wife had a Top Security clearance and her job in the Army was checking in and out top secret documents from the vault in Fort Meade MD. Every document has a paperwork trail so none of this should be happening without someone’s ass being on the line.
