i think these factory teams can beat the minimum weight. i think they get the bikes as light as possible then add the weight back on is an area on the bike that makes the rider more comfortable. but if they dont do that, then i think its a good idea imo

A Ti shifter with a rubber tip hmmm, is stronger than an aluminum one, but without seeing the back side if it is machined out, id say heavier.

The rubber tip has been around for years. Not really sure why you would run it? better grip/feeling?

Bigger radiators, oil coolers, maybe more protection on vital parts? Hand guards, bigger tanks. So maybe with extra fuel extra coolant you also have more weight.
