Tell us a little more about you, is this your first bike? How old are you? What kind of riding do you want to do? Have you raced BMX or mtn bikes?
The 2006 KX was the best 250F that year and several years there after.

I know it's a drive for you, but that bike looks pretty clean to me and he's only asking $1,800. A 125 is much easier and cheaper to work on if it pukes on you. Two strokes can age a little more gracefully than a 4T, and I can promise you that it's fun and will be much faster than you for a long, long time. I've been riding one for 25+ years now. I know I'd be faster on a bigger 4T but I ride to have fun.
Make sure it starts easily, sounds good, and the owner can pull in the clutch and put it in gear without it dragging. At least see that the clutch can disengage somewhat if he doesn't want you to ride it.
This bike looks like it's been ridden quite a bit, but it's a decade old. The biggest difference from what you showed us is that this one looks like someone cared and took good care of it. And, the two stroke is more simple to maintain and fix if she shits the bed.
Just my 2 cents.
The damaged filter is reason enough to run away as fast as you can.
