I don't think Ben was doing any development stuff for HRC, his role with HRC was a team mentor / coach for the Japenese riders contesting their national championship.

I could be wrong but I am pretty certain that is what it was, not an actual role in developing the new bikes.

I'm almost positive I heard Townley say exactly this himself in an Audio interview before or after the MXDN...

While we were in Kumamoto, Japan, last weekend for round one of the All Japan National MX Championship Series, we were surprised to see a familiar face in the Kyushu Sports Land pits. It’s been nearly five years since American race fans have seen former 250 World Champion and Supercross Lites Champion Ben Townley since he returned to the World Championship circuit in 2010, but these days he is working as the Team Advisor for the Japanese factory Honda motocross team. BT101 has been working with team riders Akira Narita, Makoto Ogata, and Toshiki Tomita for several months now – both coaching them and helping test race bike set up – and he seems to be enjoying his new job. “Don’t worry, I’m still a racer at heart,” he said. “I will still do some races here and there, but for now, I am having fun with this new adventure.”

That article is from April 15th. Back then he hadn´t even decided to race the MXdN.

You sure about Frossard? The poor guy is learning to walk again, and making great progress I might add. If he does decide to ride again, I would've thought at least a year to recover.

Strijbos will ride some enduro in Spain in December. Word on the street is that Townley will come to Europe in January. Frossard was signed before his injury and has tested the Suzuki back then. Not sure when/if he returns.

He's "The" HRC R&D "Development & Test" rider (racer) as I understand it. He's got more seat time on the next-gen CRF-R than anyone-else. Sounds like he LOVES his new gig and the opportunities it provides him. That's my understanding. But, I could be wrong.

Frossard is still unable to walk on his own more than a few meters right now... he won't be ready by march

24mx has changed hands, with Steve littani no longer involved. I heard Nathan Watson may have been if the frame for that, but he has now signed elsewhere.
